It is possible for registered support organizations, administrative scriveners, etc., to act as agents for companies that can accept applications, and to handle procedures on their behalf.

Currently employing part-time workers

A foreigner temporarily employed as a part-time worker. They have received a conditional job offer, contingent on passing the specified skills test.

No employment relationship

Foreign national with no employment relationship, including part-time work. Someone who has a conditional job offer pending passing the Specified Skills Test.

*1) OTAFF supporting members (companies/organizations that agree with OTAFF's objectives and cooperate with OTAFF's activities) that have been verified as "operating a restaurant or food and beverage manufacturing business." Since approval from the OTAFF board of directors is required to become a supporting member, it will take approximately 3 to 4 weeks after submitting the necessary documents. 3) Agreement to cooperate with investigations by a research company commissioned by OTAFF, if any, regarding the operation of a restaurant or food and beverage manufacturing business and the direct employment of foreign nationals with Specified Skills.

Depending on the status of registration details, individual review may be conducted, and the review may take approximately 5 business days.

5) Due to the recruitment and hiring procedures of a company (or group of companies), if the letter of employment offer cannot be attached at the time of applicant registration, applicants may register if they provide OTAFF with information (such as a flowchart) in advance that illustrates the procedure. If OTAFF deems this information to be equivalent in intent to a letter of employment offer, a document certifying that employment will be offered after passing the Specified Skills Test may be attached in lieu of the letter of employment offer, allowing for applicant registration.

*6) The registration fee covers the registration examination fee, system usage fee for registration, etc., and refunds will not be provided after payment. *1: Even during the fiscal year, if company C meets the requirements for category A or B after paying the registration fee and changes to A or B, refunds of the registration fee will not be provided after payment. *2: Companies in category C that apply by February 28, 2026, will have their registration fee waived if they applied only for usage under Type 2, based on the old operational rules (applicable until fiscal year 2025). For companies in category C applying on or after March 1st, a registration fee of ¥5,500 will be incurred for the first year according to the new system's standards.

*7) For companies that newly apply for corporate My Page registration on or after November 1, 2025, and apply for examinee registration targeting the 2026 examination, the revised fee structure (billing) will apply for usage fees, excluding companies in Category A. A usage fee of ¥1,100 per newly registered examinee will be billed.
